NOTICE IS HEREBY GIVEN that the Kings River-Hardwick School District (“District”) acting by and through its Governing Board, is soliciting and issuing this Request for Proposal (RFP) from interested, established and experienced firms for the implementation of Energy Efficiency Measures, as identified in the District’s approved Proposition 39 Energy Expenditure Plan (“Firms”), and will receive up to, but no later than 4:00 PM, Thursday, August 4th, 2017, submitted to:

Notice to Contractors

Notice is hereby given that sealed bids will be received by Kings River-Hardwick School District located at 10300 Excelsior Avenue, Hanford, CA 93230 for the Proposition 39 HVAC Replacement Project. Bids will be received until 4:00 p.m. on Friday, August 4th, 2017 at which time all bids will be publicly opened and read aloud. A non-mandatory site bid walk will be conducted at the beginning at the District Office at 10:00 AM on Tuesday, July 25th, 2017. The Specifications, Project Manual and other documents comprising the Contract Documents all may be examined by contacting Josh Vogelgesang, Executive Director of Technology & Operations, via e-mail at joshv@kingsriverhardwick.com. Telephone, Facsimile, or E-mailed bids will not be accepted and will automatically be rejected. The bids must be clearly marked “Bid for Proposition 39 HVAC Replacement Project.”

Determination of Lowest Bidder

In order to conform with Public Contract Code Section 1103 and Public Contract Code Section 20103.8, the following procedure will be used to determine the low bidder:

Lowest base bid submitted by a responsible, responsive bidder.

This is a public works project and the contractor and all subcontractors shall pay all workers on all work performed on this project not less that the prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to California Labor Code Section 1770 et seq. Prevailing wage rates are also available on the Internet at www.dir.ca.gov.

No contractor or subcontractor may be listed on a bid proposal or awarded a contract for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

Within ten (10) days after notification of the award of the Contract, the successful bidder/or bidders will be required to furnish a labor and Material Bond in an amount equal to one hundred percent (100%) of the Contract price and a Faithful Performance Bond in an amount equal to one hundred percent (100%) of the Contract price. Said bonds shall be secured from a Surety Company satisfactory to the Owner, and authorized to do business in the State of California. Pursuant to California Public Contract Code Section 22300 of the State of California, the contract will contain provisions permitting the successful bidder to substitute securities for any moneys withheld by the Owner to ensure performance under the contract.

The Owner reserves the right to reject any and all bids and/or waive any irregularities or informalities in the bidding.

At the time of contract award, the contractor shall possess a Class A or B California Contractor’s License, or a combination of Specialty Contractor Licenses adequate to perform the project. No bid will be accepted from a contractor who has not been licensed in accordance with the California Business & Professions Code at the time the bid is submitted. Bonds will be required for this project.
